The X-01 power armor is an experimental, post-War prototype—not developed by the U.S. military before the Great War, but rather by unknown post-War factions, possibly remnants of the Enclave, the U.S. military industrial complex, or private contractors like West Tek or Poseidon Energy.

This makes the X-01 distinct from earlier models (like T-45, T-51, and T-60), which were actively used by U.S. forces during the Great War.
